New release 8.1.9

Ahhh, a critical bug was found just after the releasing of 8.1.8!

The total count of characters is actually incorrect :-(

Quickly spent some time to fix it and now I guess it should work fine.

After this release, I guess CensusPlus C. would be in maintenance mode. I guess most works are all done (except ... localizations, which I don't know if there is anyone who really needs this ...)
